EBT/SNAP FRAUD IN BALTIMORE COUNTY LINKED TO MONEY LAUNDERING, EMBEZZLEMENT, AND ESPIONAGE OF A U.S. PERSON


Baltimore County, MD — A high-priority fraud report has been filed detailing a skimming incident at Dollar General, 7405 Liberty Road, resulting in the theft of Maryland-issued EBT/SNAP benefits and triggering a multi-agency investigation. The stolen card was used across state lines at BJS Wholesale #2, Wayne, NJ, for $123.56 on October 30, 2025 at 4:53 PM.


This is not an isolated event. Baltimore County has become a hotbed for coordinated benefit theft, with skimming devices deployed at high-traffic retailers and cloned card data surfacing in New Jersey, Pennsylvania, and beyond. The Liberty Road Dollar General location has seen repeated breaches, high employee turnover, and confirmed card data leaks after 5 PM—suggesting internal compromise or external device placement.


🔥 Escalated Allegations:

- Money Laundering: Stolen federal funds funneled through retail purchases and resale networks.  

- Embezzlement: Misappropriation of public benefit resources intended for vulnerable citizens.  

- Espionage of a U.S. Person or Entity: Potential transmission of cardholder data to unauthorized domestic or foreign actors.


Federal allocations exceeding $4.7 billion are being deployed to combat SNAP fraud, but Baltimore County may be approaching the threshold of available investigative resources. Citizens are urged to remain vigilant, monitor their accounts, and report suspicious activity immediately.
